Arthur Hellman on Change in Leadership at Ninth Circuit

After seven years, there is a new chief judge of the Ninth Circuit, the largest of the nation’s federal judicial circuits. Judge Alex Kozinski has stepped down, and Judge Sidney Thomas has taken over. The San Jose Mercury News asked Pitt Law Professor Arthur Hellman, an expert on the federal courts, for comment.

“I think he’ll be more low-key but visible in his own way,” said Hellman. “The 9th Circuit is always a major player on the judiciary’s scene.” “He's been the crown prince," Hellman added. “He's been rehearsing for this for quite a while.”
