John Burkoff and David Harris on Grand Juries as Investigation Tools

Professors John Burkoff and David Harris commented on the use of a grand jury to investigate the shootings at the Western Psychiatric Institute this spring.  Professor Burkoff says that a grand jury is "a good tool when you don’t know exactly what you’re looking at to get more information.”  According to Professor Harris, using a grand jury is "an extra step they can take when they can’t get the information any other way or they prefer to get the information under oath.”
