Penina K. Lieber

Adjunct Professor of Law

Ms. Lieber practices in the area of nonprofit and tax-exempt law. She represents many public charities and private foundations. She counsels clients in all issues relating to nonprofits, from start-up incorporation and qualification to complex corporate restructuring, governance, policies, licensing and accreditation matters.

Ms. Lieber is an adjunct professor at the University of Pittsburgh School of Law and the University of Pittsburgh Graduate School of Public and International Affairs, where she teaches courses in the law of nonprofit organizations. Ms. Lieber has served two terms on the Disciplinary Board of the Supreme Court of Pennsylvania. She is a member of the Pennsylvania Bar Association House of Delegates, a former chairperson of the Pennsylvania Bar Association's Attorney Discipline Study Committee, a member of the Pennsylvania Bar Association's Commission on Women in the Profession and is co-chair of its Gender Education Committee. Ms. Lieber is a member of the Allegheny County Bar Association, its Finance Committee and its Women in the Law Executive Committee. Ms. Lieber serves as an expert witness on matters relating to charitable organizations and is a frequent lecturer and author on nonprofit legal issues.

Ms. Lieber was a Phi Beta Kappa graduate of the University of Pittsburgh and a Woodrow Wilson Fellow at Harvard University. She holds an M.A. in English Literature. She received her Juris Doctor from the University of Pittsburgh School of Law where she was a member of the Law Review. Ms. Lieber served as a Judicial Clerk to the Court of Appeals for the Third Circuit. She is admitted to practice in Pennsylvania, the District of Columbia, and before the United States Supreme Court.

Ms. Lieber participates actively in community affairs and currently serves on the Boards of Directors of the United Way of Allegheny County and Southwest Pennsylvania, CATY Srvices, CATY Foundation, the Alumni Association. She is a past Director of the Pittsburgh Public Theater.
