Professor David Harris spoke at the Fourth Amendment Search and Seizure Conference at Texas Tech University School of Law on April 9, 2010. Professor Harris and co-panelists Kenneth Starr, Scott Sundby, and Catherine Hancock addressed whether the exclusionary rule is the best way to enforce Fourth Amendment values; Harris discussed police accountability mechanisms as a way to insure greater police compliance with search and seizure rules.
